Dear Senior Scholars, Colleagues and Friends,
I hope everything goes well with you. It has been a while I sent around this newsletter. Now again, some news about economics of catch-up, summer 2015. Thank you very much, with apology for any interruption.
1)..Globelics Community: The 13th Globelics Conference (www.globelics.org) will take place in September 23-25, Havana, Cuba, with the themes on inclusive and sustainable development and with Richard Nelson giving the Freeman Lecture.
The 12th International Conference of ASIALICS 2015 (www.asialics.lipi.go.id) to be held during September 15-17, 2015 organized by Center for Science and Technology Development Studies, Indonesian Institute of Sciences.
The 2nd AfricaLics Conference (www.africalics.org) - 17th – 19th November 2015, Kigali, Rwanda, with the theme of Unpacking Systems of Innovations for Sustainable Development in Africa, Organized by African Centre for Technology Studies (ACTS) and University of Rwanda.
Information: Visiting Scholarships for AfricaLics PhD Sandwich programme 2016. AfricaLics with support from Swedish development cooperation (Sida) are looking for suitable PhD candidates from African countries to participate this programme focused on innovation and development. 2) Other Events (CFP)
a) The 16th ISS (International Schumpeter Society) Meeting will be held in Montreal, Canada, July 4-8, 2016, to be organized by Jorge Niosi (current president of the ISS and Professor of Management, Université du Québec a Montreal). For details on the conference and the Schumpeter Prize, please visit the ISS web site at http://www.iss-evec.de.
b) 2015 Seoul Journal of Economics Annual conference (www.sje.ac.kr). The SJE (listed in SCOPUS) will hold its annual conference in October 30 and 31, 2015, with the theme on Firms in Asia, organized by Keun Lee at Seoul National Univ. Those interested in paper presentation, contact him directly at his email: kenneth@snu.ac.kr.
c) The 6th Asia-Pacific Innovation Conference (APIC) 2015: Call for Papers. School of Management at Zhejiang University will be hosting the conference in Hangzhou, P.R. China (with Xiaobo Wu as the key organizer), in November 19th to 21st , 2015. Deadline for submissions: August 1st, 2015. More details are at (http://ap-in.org/apic2015/). Beth Webster is the general-secretary of the Asia-Pacific Innovation Network (APIN) which is sponsoring this conference.
Now again, introduced below are some of recent works related to catch-up, innovation, firms, and economies of Korea, China and other late-comers.
First, news on the 2014 Schumpeter Prize
Keun Lee was awarded the 2014 Schumpeter Prize for his book on Schumpeterian Analysis of Economic Catch-up: Knowledge, Path-creation, and the Middle income Trap. (Cambridge Univ Press, 2013/10, www.cambridge.org/9781107042681). He shared the Prize with Geoffrey Hodgson who authored ¡®Conceptualizing Capitalism: Institutions, Evolution, Future (University of Chicago Press, 2015).
Second, news about books on Catch-up, starting with one of the books from Catch-up project led by Richard Nelson.

A collection of chapters written by the members of the committee for development policy of the UN, focusing on the new rules for the post-2015 era. Keun Lee wrote chapters on STI policies and the new rules for industrial policy.
[3] S. Ahn, Bronwyn Hall and Keun Lee, eds. Intellectual Property for Economic Development. 2014, Edward Elgar. This book deals with diverse forms of IPRs and their roles for development.
[4] Celestin Monga and Justin Lin, eds. Oxford Handbook of Africa and Economics Vol 1 and 2, 2015, Oxford University Press. Keun Lee wrote a chapter on Innovation Capabilities for Sustainable Development in Africa, with Calestous Juma and John A. Mathews.

[1] Chung, M. & Keun Lee, "How Absorptive Capacity is Formed in a Latecomer Economy: Different Roles of Foreign Patent and Know-how Licensing in Korea", World Development 66, pp. 678–694, 2015.
Different from previous studies that use in-house R&D as a proxy for absorptive capacity but fail to reveal the origins of this R&D ability, this paper determines the origin of absorptive capacity defined as the capability of a firm to conduct in-house R&D. It shows that a learning process that involves foreign technology, especially tacit knowledge in the form of know-how, occurs before firms can conduct in-house R&D and innovations.
[2] Keun Lee & M. Jung, "Overseas Factories, Domestic Employment, and Technological Hollowing out: A Case Study of SAMSUNG¡¯s Mobile Phone Business", Review of World Economics, no. 3 of 2015.
This paper examines the effects of establishing factories abroad on domestic jobs and the possible technological hollowing out. Samsung does offshore insourcing (as it owns the foreign factories) instead of outsourcing, whereas Apple does both offshoring and outsourcing as it produces by contracting with Foxconn. It suggests that what determines the size and trend of domestic jobs is not whether the firms set up overseas factories but whether the firms are able to keep up its competiveness and also whether the factories are owned ones or sub-contracted ones.
